TAMPA, Fla. – Tampa Police Department detectives are trying to locate and interview 23-year-old Jovan Quinton Huggins, a person of interest in relation to a homicide that took place Thursday.
Latoya Smith a mother of three children, was located in the roadway at 2110 West Flora Street, suffering from a fatal head injury. Smith, 30 years old, was transported to the hospital, where she was pronounced deceased.
A black Dodge Charger, which was registered to Latoya Smith, was involved in a hit and run crash near Cass Street and Willow Avenue shortly after she was found. A black male wearing a red shirt and black shorts was seen running from the Charger.
Witnesses were able to establish that Smith had been with her new boyfriend, Huggins, a short time prior to her being located in the roadway on West Flora Street. At the time, Huggins was wearing a red shirt and black shorts. Detectives would like to locate and interview Huggins, as he was the last person known to see Latoya Smith alive.
Huggins is between 6′ and 6’1″ and weighs between 160 and 170 pounds.
